H-1B Application Instructions

An employee ID will be necessary before the process can begin. The department needs to send Paula Trueblood a copy of the individual’s passport page and the personal profile form ED. After Paula receives the ID number she will notify the department.

You will have to sign up to get access to iStart. Go to OneStart, HRMS tab. In the “links” section, click on iStart (international) and then click on Departmental Access Request. Fill out all blanks and then click on request access. You will receive an e-mail from the system stating that you have access.

After obtaining the ID number, the department will have to login to OneStart to start the process of obtaining the H-1B visa through iStart. This is located under the HRMS tab in the “links” section of OneStart. Once you start this process, please notify Paula Trueblood so she can complete the sections required by the Dean’s Office.

Once you login to iStart, you will get the following options: (It is noted who needs to complete each section to the right of each option. When steps are completed, the system will check off the step).

H-1B Application:

The H-1B visa is for professional positions at Indiana University. A maximum of 3 years can be requested at one time. A total of 6 years in H-1B status is possible. The international office will review, complete, and submit the H-1B petitions to the United States Citizenship and Immigration Services (USCIS). To assist us with this process, the sponsoring department and H-1B petitioner will need to follow the steps below and submit the requested materials.

 

(1) H-1B Applicant InformationTo be completed by the employee:
The department needs to get into this section and click on “Give applicant access,” complete the required information, and hit “send e-mail.” The employee will then receive an e-mail from INTLSERV with instructions on how they access the system to complete step one. Please let the employee know this e-mail will be coming so they will know it is not junk mail

 
(2) Departmental Contact for the ApplicantTo be completed by the department.

 
(3) Information about the University PositionTo be completed by the department:
Use Administrative Secretary as contact person, make sure you also put @indiana.edu on the e-mail address.

 
(4) Actual Wage List InformationTo be completed by the Business Office.

 
(5) Wage Justification InformationTo be completed by the Business Office.

 
(6) Departmental H-1B Compliance CertificationTo be completed by the department:
You will not be able to access this step until steps one thru five have been completed. Use the department chair as the contact person in this section. Make sure the chair knows he will receive a message from INTLSERV with a link to click on to review and give his or her approval to start the application process.

 

APPLICATION STATUS – Pending Certification

Pending Compliance Certification – This identifies that all sections of the requests have been completed but it is still waiting on the departmental certification (electronic signature from the appropriate departmental person). The international office will not review this request until the certification has been finalized.

File a New H-1B Application 

The department will be responsible for the “Additional Materials to be submitted by the Sponsoring Department” section. You will be asked to provide the following:

Application Fee:
The F.A.S.T. Office will have to do a DV to provide a check to International Services for $325 payable to Department of Homeland Security (application fee). 

  • Description field: Application Fee – H-1B for (individual’s name) 
  • Payment Reason: Subscriptions, Books, Fees, Resale

  • The school will pay for this fee so use account 10-362-00.

  • Check stub info: Application Fee H-1B for (Individual’s Name) 
  • You will need to attach a copy of the Offer Letter to the DV. Contact Suzi Pointer if you need help with the DV, 855-6834

Fraud Protection & Detection Fee
The F.A.S.T. Office will have to do a DV to provide a check to International Services for $500 payable to Department of Homeland Security (Fraud Protection & Detection fee).

The department will have to provide international services with two copies of the Offer of Employment on departmental letterhead. This should be sent to Office of International Services, 400 E. 7th Street, Poplars 221.


The letter should identify:

a) job title

b) salary

c) Period of appointment. IU will support H-1B petitions for up to the statutory maximum of 3 years at a time.

d) Statement identifying the duties and responsibilities of the international visitor will perform and the education,training and experience which permit the visitor to perform these duties.

e) Closing statement at the end of the offer letter that reads, “I certify that the (name of department) will be liable for the reasonable costs of return transportation of the alien abroad if the alien is dismissed from employment by the Kelley School of Business before the end of the period of H-1B authorized admission.

After each section has been “submitted”, the department contact person reported in section six will receive an e-mail from INTLSERV@indiana.edu. This contact person will need to review the application and give his or her approval. This is the last step, and after the approval is given, the application is submitted.

International Services routinely checks the status of the application and will send out e-mail messages on steps that still need to be completed.
